Appeals court ruling latest in ongoing legal saga between Columbus and Ohio over gun laws The Ohio Tenth District Court of Appeals has overturned and sent back to a Franklin County judge a case that is part of the ongoing legal battle between the City of Columbus and the state over whether the city has the right to create and enforce local gun laws. The appeals court ruling issued Tuesday by the appellate court for Franklin County appears to be a largely moot development since a Delaware County judge in April blocked the city from enforcing gun restrictions.
